Is this sourkraut legal?

I found an organic sourkraut with ingredients that are only \n1-organic white cabbage\n2-water\n3-salt \n4-lactic acid \nIs this a legal product? Or do we also have to take the whole fermentation process into account I.e how it was fermented .....??

The I'm[ortant thing other than ingredients, is if it was pasteurized, then all the good bacteria has been killed. \nThis is not a good one. A good one will only have cabbage and salt as ingredients.
